ISF conducted a thorough organizational analysis of the MCH section within DOH with an emphasis on organizational dimensions that impact workload management and staffing allocation. ISF’s approach to the analysis included:

  • Assessment of organization documentation, including organization charts, work plans, process documents, and contract and budget data.
  • Facilitation of interviews with MCH Section leadership and staff to solicit relevant insights and identify existing challenges.
  • Collection and analysis of self-reported workload data from MCH staff to assess current staffing levels and estimate future needs.
  • Industry research on peer organizations for comparative analysis.

This organizational analysis was conducted alongside a compensation study, which evaluated current compensation levels relative to similar organizations. ISF identified recommendations to reduce compensation gaps and enhance workload optimization.

Impact and Outcomes

Workload Allocation: Identified allocation inconsistencies and overallocated positions to support rebalancing workload among existing staff.

Staffing Needs: Quantified the Section’s estimated workload and staffing need to justify five additional positions.

Budget Request: Recommendations report provided the basis for a Legislative Budget Request for positions and compensation adjustments.

Workload Management: Recommended implementable processes and  strategies to enable ongoing workload and staffing planning and management.
