ISF conducted a thorough organizational analysis of the MCH section within DOH with an emphasis on organizational dimensions that impact workload management and staffing allocation. ISF’s approach to the analysis included:
- Assessment of organization documentation, including organization charts, work plans, process documents, and contract and budget data.
- Facilitation of interviews with MCH Section leadership and staff to solicit relevant insights and identify existing challenges.
- Collection and analysis of self-reported workload data from MCH staff to assess current staffing levels and estimate future needs.
- Industry research on peer organizations for comparative analysis.
This organizational analysis was conducted alongside a compensation study, which evaluated current compensation levels relative to similar organizations. ISF identified recommendations to reduce compensation gaps and enhance workload optimization.
